Bburago Mini Me - Help?

So, I bought a Bburago metal Lightning kit... the black one with the dragon and flame decals. (ugh)
Anyway... I want to make 02 wheels for it... the easiest way I can think of is to kind of mold plastic over the existing wheels...
For all you model-makers out there, is there anything that I can mold or sculpt that dries hard like plastic? Or at least something that will do the trick?

I used to use Conour Putty as a kid, when building models. You could never have enough scoops and spoilers! It works pretty well and sands quite smooth from what I remember. It should work.
