Moving Violation
Hmm,, if you are not wearing a seetbelt and a tree falls in the forrest do you still get a ticket for streaking at the baseball game??
Actually, i thought it was a non-moving violation, but thats a good question as technically you are not doing anything wrong if you do not have a seatbelt on and you are not driving. But then again, I think you are actually allowed to drink in the front cabin of your truck as long as its not moving in texas,, so it could go either way.

Please read this 16w/Lightning,
Habits are easy to learn when your young. I learned this habit when I was your age, not from my parents (although seat belts were an option back then like AM radio), but from a great racer friend. Now there is no way I would ever drive anything without being buckled up - and there is nothing like the feel being strapped down and becoming one with our L's. I can’t even back out of the driveway without bucking first. Please get in the habit of bucking up – it might prevent some nuisance injuries (or even your life) someday. Treat it like a preflight checklist – seatbelt, check – mirrors, check - ignition, check - brake, check – put into drive, check – scan for cops, check – floor it and hang on!! The checklist will become second nature in very short order.

Like Hurricane Larry said, seatbelts DO work. I have seen LOTS of accidents. 99% of the time, restrained drivers come out MUCH better in the end than the unrestrained ones, even with airbags. With seatbelts, you'll get a little "belt burn", or bruises/abrasions from the seatbelt doing it's job. But, this is much better than eating the steering wheel, windshield, or worse case, being ejected.
Damon,
Watch out! The state is currently subsidizing local police departments', including Austin, overtime expenses. They are specifically targeting seatbelt violators through the Memorial Day weekend.
