Question Squeaky Pulley belt update---HELP

Had that squeak which I thought was the pulley belt, but after I dressed it, and wd-40 the 2 side by side guide wheels on that belt, the squeak went away then came right back with a vengence. went to the store loud as he!!,came back it was alot less then it disappeared all together, parked for 10 min and when I started it it started back up. QUESTION----Can those guide wheels seize or go bad??Is it tough to replace them(since I would do it myself instead of taking all my good stuff off for the dealer. belt feels tight ,tensioner has more rom to tighten if it could, side by side wheels,I can manually turn the right side but not the left. just more food for thought.

The wheels can go bad as well as the tensioner. Just had my tensioner replaced. First thing I noticed was squeal when letting off the gas... Then noises got worse eventually it was making all kinds of racket cause the belt was loose enough to be jumping splines...
