Good price?
That's not a bad asking price, especially with the low miles. If you could get them down to $24,000 or $24,500 with a trade in, it sounds like a good deal. I have a 2000 L and I think the asking price that I've seen for others is usually around $24,000 but with higher mileage (15,000 or so). I got mine at Mike Bass. Is that the dealer you are talking about?

Personally I'd think that low miles like that on a 2000 could be a bad thing. High mileage means that they probably drove it daily... low mileage would lead me to believe that they drove it mainly for recreation. ((Hard, at the track)). Maybe I'm wrong, but that's how I'd look at it.
Any Mods Pass On It
If the truck doesn't have any mods then racing is a moot point. Check for a after market air system, if the stock box is there this is good. Also you could see with a flashlight if the plug on the PCM is there or if any tape residue is on the box [chip]. If all is clean you probably found a good one. Go for it.
That price is high. You can get a 2001 with low miles for that price. Also the 2001's have the updated/improved intercooler. Shop around. Check the NLOC board also. There is always a nice used L there for sale. www.nloc.net

Do this, go in try and get them down on the price to about $24k. Once you and the dealer are settled on a price casually throw in that you want to trade in the S'crew, then argue to raise the price of the trade in.
I've learned that if dealers know you have a vehicle to trade in they won't budge as much on prices.
