I'd say it was done as a joke... Look at the "chrome" on the wheels. Looks like aluminum foil that is taped on with some sort of blue tape. Also the exhaust is a large metal can (saw pics of guys using those for real though). The tailight covers appear to be taped on also. Just my $.02
