Any pulley should have a chip, I have heard that up to 2lb extra of boost is ok, but will not get the best results without a chip!!

Jeffs,

I hate to ask who, I dont want to start anything... But since you were told you can post it if you want. I know that the pulleys I have seen some with a note saying a PROPER PROGRAMED CHIP is need for use with this pulley....

Why would you want to run a pulley and not add a chip?

Sometimes you have to pull the chip and send it in for a reburn. That is why one would run a pulley with no chip.....especially since they were told it was ok....

Jeff, you could probably get away with a 4 pound on a 99-00 since stock they run super rich. But on an 01, the stock calibration is way leaner. I would not suggest running a 4 pound pulley with no chip on an 01.
