I believe it is a Flourescent lamp inside the cluster and is unservicable according to the shop manual. It also states that removing the cluster from the harness will require Ford to reset it. I guess it is a tampering feature built in.
Advice:
Leave it be...unless one of the tuners wanna step up to the plate here and give some info.

I know that if you have the cluster replaced, you have to reprogram the pats key system, cause its run through the cluster. The lighting system is non-servicable, except as an assembly, i've had mine replaced once already.
