Question Doesn't a Cap Go Here, Help?

Was checking over the work the Ford dealer did when replacing my IC. Also had them check out the A/C, which had never worked right. They replaced some seals and recharged it. Noticed a tube coming up by the battery that I think is a recharging point for the A/C system. Never noticed it before mainly because I think the mechanic left a cover or cap off the top of it, and it just doesn't look right now. Can anyone post a pic or tell me if this valve(?) should have a cap?

Thanks,

Mark

Raining is no excuse not to help a fellow L owner . A good excuse is 20 below and a wind of 20-30mph.
