Wiper Motor Gear Cover Recall

Ford sent a recall for '00 L's. What the hell is this part and do I really need it changed out? Use my wipers about twice a year.

had mine replaced while the I/C recall was done also....couldn't hurt, i figured...i think it is a cover just to keep the motor gear protected more, nothing essential, but nice to have
