Asphalt/Tar gunk. How to remove?

Hey. Thought you guys might know of a way(household product or some other) of removing asphalt/tar gunk that have accumlated on the lower tone of my two-tone paint. i also have it on the chrome tubular side steps. The road that I drive down just received a new layer of asphalt and some of it is on my truck. Any ideas?? Thanks.

Spray it with WD-40 and wipe it off.
Do NOT scrub with abrasive products, that will make scratches.

I bought this blue stuff from Kmart that looks and smells like hair gel. It's easy on the paint and doesn't smell chemically (a guess that's a word.) Anyway, it's the word blue is in its name.
