It is under the cab on the drivers side frame rail. Just about under the drivers seat. You will nead a special tool to remove the filter. You can get one at allmost any auto parts store for just a few bucks.
You unclip two clips, push the tool between the fuel line and the filter to release the internal clips in the fuel line.
