Fog lights won't fit: HELP!

Fog lights won't fit: HELP!

Late last night I finished installing my new bumper cover ( 1999 lightning bumper cover ford OEM) and decided to keep going and install my fog lights. I installed the brackets and started to install the fog lights, No luck. They just won't fit. I did a search and there is no real good instructions or pictures to help. Where the lights are to be installed there are three holes two on top and one in the bottom. There is also a large cut out in the center. On my lights there is only one bolt and some type of u-shaped bracket with a nut on the end. I can not get this to fit into place with it to look decent. I ordered a 99' bumper cover and fog lights from Ford. Do I have the wrong bumper cover for the lights or is there something I am missing.
Your help would be grateful! And pictures if possible.

sounds like you may have gotten a '01 bumper cover..

You may have the wrong bumper.

The 99 bumper has 1 square hole in the center, 1 round hole in the bottom/center & 2 long slits top-to-bottom on the sides.

I think the 01's are the ones with 3 round holes and 1 square in the center.
