The pump turns off and on dependant on the temperature of the coolant in the intercooler.

The intercooler pump is supposed to come at a lower intake temp of about 62 degrees. I've found that it usually takes a few minutes in the summer (longer in the winter) for the temps to rise to that in the lower intake - and the pump will be actuated by the PCM. Once at that point, with the engine running, it should run continuously. When I drive my L in the summer and it's fully warmed up and then shut it down - and start it back up a little later, usually the pump then comes on immediately.
