Question Ordering parts from a dealer........

Ok people, as some of you may know, I am a rookie at all of this so please bear with me.... I ordered a new bumper cover and a lower grill from the local ford dealer (non SVT) and it finally arrived. The first time I got these parts they sent me an upper grill and the steel bumper... anyway, This time they tried to give me the same upper grill I brought back the last time, and finally a real bumper cover (w/o the fog lights he promised came with it)(If I do get them I’ll sell them). Well heres my question....
Are these parts supposed to come painted to match my truck??

The two upper grills they sent me came painted but the bumper cover is black but not shinny,, maybe not clear coated??? (Again, please forgive me for my ignorance here) The parts guy told me that I have to get it painted myself.... Then why would he ask me what color my truck was in the first place? And why would it come half *** black and not completely unpainted? Now he made me give him my *****ing VIN so he can get the correct lower grill,,, what a jackass! I think I need to take all the parts back and shove them up his fat.... well you know. Oh and WTFs the deal with the lower grill costing more then the upper?????
Had to vent, sorry.....

front bumper cover comes unpainted,although, and I don't know why, the back bumper comes painted to match(but the paint job on the back one leaves a lot to be desired)

Well dam... Is the dealers body shop the best place to get it done?? Any idea what it should cost me? I dont want to get screwed on this so some help would be appricated.
