I never got 22" going downhill in gear slowing down from 140MPH...

I got 20" sometimes

when I am running my truck now I am at 15-17".... is this an indication of a leak somewhere possibly?

I would check to see where your Vac/Boost gauge is connected.
Should be on the lower manifold connection along with your fuel rail sensor line and boost actuator line.

This is below the Whipple mounting flange under the IAC valve.

yup, same place as my fuel pressure regulator and boost actuator...

speaking of which, the boost actuator should open in vacuum, and close during boost right?

Yes it's important that this opens under vacuum.
Easy to check.

View from the passenger side and operate the throttle by hand.
