Post front bumper damage

My '99 L is lowered with BellTech front springs and long shackles in back. It is exactly the right height that, when parking in lots with concrete wheel stops, the pieces of rebar that secure the stop to the ground catch behind the front bumper (fascia?). When I back away, however gently, the rebar pulls the fascia out, distorting the steel brackets supporting the fascia and tearing the fascia itself.

I know that no amount of caution will prevent me from ever doing this -- I will inevitably do it again. I'm not that crazy about the Lightning "chin" anyway; are there other F-150 or Explorer bumpers which are all steel and would be more resistant to damage, and would fit correctly below the grille and lights? Perhaps an inch higher off the ground? Anybody point me to what they look like?

Thanks!
