When downshifting from second to first gear by applying WOT, I can't get it to consistently downshift at a given speed. What other parameters besides throttle position and speed are used for the decision to downshift?

 

A stock "L" will downshift into first only below 20MPH. Putting a chip in will change that to anywhere up to around 40MPH.
