Post Nose cone air dam assembly

Was at the body shop getting a scratch removed (some people's kids), and they were telling me about a ram air assembly that was set-up for the front bumper.
Has anyone seen something like this? If so, what does it look like, does it actually work, and does it require the nose cone to be replaced like they said would have to be done.
