Thanks to Frank&Beans for this idea. Got the loops from ford part # YL3Z-9900064-AAA for $3.75 ea. Bolted these right on on top of the old hooks. Bolt is long enough to hold both and has a T-30 torx bit tip.

Hey, that's a big improvement, but I found the factory tie down location to be too low in the bed. I installed a set of Ankra tie downs 3" below the top of the bed above each of the factory tie downs. Works much better for keeping the ATV in place.
