the cheapest way would be to cut the springs and put a set of hangers in the back. I didn't do it this way, I used the spindles in the front but that would cost you a little more.

2.5" shackles in the back $40.00
2" eibach drop springs in the front $90.00

That got me the drop that you see, I plan on going a little lower and pulling a leaf out then I will be really happy, and its cheap.

The cheapest front option is cuting the stock springs. I actualy prefered cut stockers to the beltechs I have now beacous I liked the stiffness of the stockers.

In the rear you wont get 4" with shackels. You could use shackles and remove a leaf but I would just start with beltechs droped front spring perches. The springs are a little more stable with out the looooong shackles. They also let you use metco lower traction bars with almost any exhaust. I have a basanni cat back and it has no problem clearing the metco bars.

Hangers. Most that are refering to removing leafs are talking about 03-04 L's that had an extra leaf. Ruslow.com sells some lowering springs also.

I have a 00 and i'm going to run 2" shackles and drop hangers in the rear with drop spindles up front. Spindles are a little more $$ but keep your stock suspension geometry.

If you dropping the rear 4", your gonna need more than just shackles in the rear.
Your fogetting about pinion shims which are pretty important.

Then if you really want to do it correctly you will need:
- New Shocks
- Shorter End Links
- Notching the Frame for clearance of the swaybar and axle
- some traction device
