Headlights won't come on

Headlights won't come on

I've checked every fuse and relay I can think of, but I can't get the high or low beams on. The driving lights and parking lights work.
Does anyone know what I'm missing or know what the problem might be?

I'm fighting the same thing on an 02 Expedition. Gonna work on it today. fuses are good. where's the relay??
