Question Need help on PI converter install

I'm installing a PI converter and they supply you with 6 bolts The bolt heads look small compared to the holes in the flex plate. Are there supoosed to be
washers that go along with those bolts? They almost look like they'll pull through the flex plate. Has anyone seen this before?

The stock converter had studs that went through the flex plate with nuts.
the Pi converter has no studs, it has threaded holes and they give you bolts
to install.
