Brake question

Not for my L but for my 1987 bronco, which may tow my L one day.

I got it for free and the break pedal goes all the way to the ground. Does that mean there is no pads left? should I just start with a basic break change? could the break line be clogged or empty? I have not even opened the hood yet buy going to go to autozone and buy some basic breaks so I can change this weekend. Anything else I should look at first since the pedal is all the way down?

Thanks

does it go straight to the floor? if it immediately goes to the floor the master cyl is toast.
