I have a neighbor that has a 67 396ss 4 speed stock wheels ,goodyear eagles,headers ,exhaust.He says (I dont know why you mess around with that truck) before i challenge him just how fast is a mostley stock chevelle?

I've had a good dozen BB Chevelles (It's my favorite Car in the world)
If it's basically stock, most are 325 HP, unless he has the better motor, 375 HP, but even that would be no match for a Filter Chip N Pulley L, (as Rich said)
Of course with a stick he can do one of those little chirp and stab launches, where most L's will just sit and roast the tires from a stop or roll.

Beware of the sneaky big BIG block, 502 and up.

396/375 Chevelle all bark, little bite
On rare occassion when you *do* see one at the track, it's a disappointment compared to what it "should" do. The reality of it actually dipping into the 13's is remote IMO. With a good driver and proper timing/carb adjustments? Sure, but it wouldn't be deep in the 13's. I think you could talk all the smack you want to with little worry. My prediction, "if" he races you, his shifting ability will get in the way, and even if not, you will take him by several car lengths.
Sorry, but most old-school BB owners think their cars are fast ... and they are not. If its close to stock, even tuned well it is a 330rwhp car, and could be as low as 275rwhp if its got a low-rise manifold. You mention that it has headers which really helps the BB (the stock manifolds are total crap). Now as others have said, it doesn't take much to make them run well, but with points distributors, leaky carbs, etc... many just do not run that well.
It really depends on what he's got. I have found that BB performance varies widely depending on the parts used and the tune.

Back in its day the 396 motor was bad ***, but not compared to the dodge 440. GAWD I miss those days when you had a choice of sports cars to choose from.Chevy,Dodge and Ford had some killer products out on the streets back in the mid-late 60s-early 1972. Unlike today they HAD Choices!
Now we are being force fed an LS2 in a glorified sunbird...No camaro , No Trans Am. Sorry man just venting on modern auto options. And do not forget about the AMC 390 Javelin . Variety, variety, and more variety I miss that!
