in this order

1. Factory Tech Valve body (shift kit)
2. CAI or Modify the stock air box
3. 4# lower pulley AND Chip and SPark plugs
4. some type of "traction" bar
5. DIY Electric Fan (relatively cheap)
6. Apten Ported Supercharger and a NEW DYNO tune for the chip.

***Edit***

You don't need to change the 80mm MAF to a 90mm MAF until you start making over 450rwhp.

I agree with everyone else. I went first with some appearance mods such as a bed cover, the updated head and tail lights, different mirrors and grilles. Then I started with some performance mods. Diablo chip, 2# (upgraded to a 4# a year later), and a cold air kit. Some of those would be a great start.

Like I said, I went with some appearance mods first because I don't like the looks of some of the parts on the 99/00 L's.

I agree with these mods, too.

Don't pass 14 psi on stock motor (advised).

Or if your friend have ca $20.000, let Johnny L build you a 10-11 sec truck
