Did they disconnect the gauge when installing your heads/intercooler?

Start checking hoses... one might have not been connected.

my L is at the Ford dealership and they are scratching their heads when it comes to locating the problem. The technician says the truck runs normal and you can hear the whine of the s/c but there is no read-out on the boost guage. All the vaccuum lines have been checked and everything is hooked up.

and to explain what exactly has been done is :

after the spark plug shot out of the head, I had both heads replaced along with all necessary gaskets, new spark plugs, new ignitor coil pack, and the service bulletin for the 99-00 intercooler leak problem fix has been performed also.

Could it be the boost by pass valve is stuck open?

I know, sounds to simple to be true.

I second that. The symptoms you describe are exactly what you experience when the boost by-pass valve dumps your boost. It happened to me several times on my 2000L, which is why I bypassed that f'kr when I got my 03.
