Problems from using Bell Tech springs

My brother has Bell Tech front springs on his truck the bump stops are touching the A-arms. The stock snubbers have already been cut in half and it still rests on them. Of course this is really screwing up the ride quality because it has no almost no travel. Can anyone help out with this? Thanks!

did he install the rubber piece back on top of the belltech spring or opt. to remove those for a lower ride height?
