Question Street driving The intercooler is cold?

I'm wondering if the intercooler system is working properly.

After over well over an hour of street or highway driving with trafic so with little boost, I touch the heat exchanger and it's cold. I stick my finger in the reservoir and it's only slightly warm. The pump seems to be working as I can see the gurgling in the reservoir. I checked it again yesterday. It was 85 degrees out and the engine was well warmed up and the upper intake was quite hot.

Is this the way it's supposed to be under normal brisk driving? I never checked it when really bringing up the boost. I will try that next. I really thought that system heated up alot more than that.
