Assuming that small upper pulley wont slip (which it will)

A Stock Lower / 2.7" upper combo will spin the blower about the same speed as a 4# lower / stock upper combo will...

7.9 / 2.7 = 2.93:1 Ratio
8.5 / 2.93 = 2.90:1 Ratio

So, in a perfect world, you should get 3-4psi depending on weather/othermods/etc... But, that teensy little upper pulley will slip considerably more than just a 4# lower...

well since its not a lightning the results may vary depending on MAF/ upper intake/phlenum(sp?) and the effectivnes of your intercooler to cool the hotter air charger s from your heaton.
but a fairly good guess would be with 4 lbs + = 30hp and 40torque?
