You're Not Missing Anything
On 99 and 2000 L's, the Brake booster vacuum hose used to have a metal bracket in the middle of it which bolted to that bracket. It now is clipped to the firewall instead. Ford never changed the original bracket on the engine so it looks like it's missing something.
