No, the 4#/2.8" is not better (if you want more boost). A 6# lower gives a slightly higher ratio and more boost with less belt slippage:
With 6# lower and stock upper: 9"/2.94" = 3.06
With 4# lower and 2.8 upper: 8.47"/2.80" = 3.03
However, if you already HAVE the 4# and can borrow an upper pulley tool, then it would be cheaper to buy a 2.8 upper than a 6# lower.
