The thing about the SS is that their HP is underrated by Chevy-- if you modify the airbox (a freemod) by cutting out the restrictive areas that chevy put in on purpose so it got less hp than the vette, it will dyno the same hp as a corvette. So at that- the ss with a good driver will win no problem to a stock L---My friend had a 99 that ran a 12.8 or something like that at the track in vegas (which is higher than sea level times due to altitude)
EDIT ---P.S-- I guess modifying the airbox isn't really "stock" -- but you aren't adding a third party intake or anything

Don't be fooled by the hood, spoiler and wheels on the SS. The SS package without any SLP options is 320 HP compared to the Z28's 305. Back in '98 - '99 when the LS1 started to catch on, guys were pretty evenly matched in the Zs vs. SS. Everyone thought the SS would 'crush the Z28' but in most cases they were netting ETs within a tenth or two of each other. A factor too is whether the car is an A4 or M6. A4s are little more consistent, but a good driver in an M6 would always get the quickest ET.
My BONE STOCK '99 SS (M6/SLP Dual Dual exhaust = 327 HP) ran a best of 13.3 @ 106.43 at E-Town. I think I could have improved on that if I ran it at Atco because traction at E-Town usually isn't very good. From what I've read over the years, that's a little better than average for a '99. I would say on average, you're talking about anywhere from 13.5 - 13.8 for a stock '98 - '00 and 13.2 - 13.5 for '01 + '02s because of the LS6 intake and EGR delete.
Go over to www.ls1.com and ask there. You're sure to get some interesting replys.
