No. Rod is threaded where it is clamped. The opposite end is an "S" shape where it attaches.

tailgate with step ....

Getting to the tailgate handle mechanism, tailgate with step and assist bar. (This is a 2012 F250)

Clamping bed liner to assist bar to access the tailgate handle mechanism, tailgate with step and assist bar. (This is a 2012 F250)
I want to add a couple of photos of my F250 with the tailgate step for those who come across this thread looking for answers, as I was.
Mine had only the bed liner. I was able to use a T27 to remove the bolts ( a little loose, but worked ok). However, the handle is attached with a large torx bolt and I could not remove it.
The liner also had 6 or 8 push-in caps that are threaded (sorry, don't know the name of them). I used a claw hammer to pop them out by lifting the liner, gently.
There was no metal cover plate under the liner. I had to raise the assist bar to the upright position, then I clamped the bed liner to it. That gave me access to the tailgate handle mechanism.
I opened the clips, moved the rods slightly, and closed the clips. Cleaned everything up, lubricated as needed, and dropped the liner back down and reassembled.
