I had the same problem

I just installed a Bassani and found that all the top nuts on the U bolts were hand tight and its a 99.

Also rear hanger, the single one near the tips was loose and I could move it a few inches in each direction.

So it could be that it moved or does just need to be re-bent up higher.

I haven't looked under to check it out, will bending require machine tools or a big *** hammer?

Yes, it looks small enough that it could be bent without a ton of effort.

You just need to "unhook" the hangers from the rubber things they slide into. Then bend the hanger - then slide the hanger back in the rubber thing. A big channel lock will help unhooking and a big vise grip to bend them
