Guys Blowntruck is right, it is a 02 Harley grille and the lower grille was made by J-J Enterprises. Here's their website, good company.

I got the grille off ebay for around $200 and lower grille was about $100. If you go through Ford for the Harley grille you have to buy the whole front shell which will be $400.

The grill was a direct replacement for my 02. Pop the stock grille out and pop the Harley grille in. Easy install.
