Best way to get 400 RWHP

I am sure this will get me numerous solutions, each claiming to be the best but I am interested in hearing all.

I have a 2002 and want to lay down 400RWHP on the dyno while maintaining decent dependability.

Can I read about your way?

with chip/filter and 2lb pulley

oh yeah electric fan/electric water pump/long tubes/throttle/ported intake

Or you can just throw a 4lb on there.
