I have two questions if anyone can help me out?

The truck is a 2001 F-150 Supercab. My first question is on the dash board on the passenger side, the part that is sunken in to put stuff in, can you replace just the sunken in part? Does it pop out?

My second question is the driver side seat belt in the back will not come out. It pulls out about 3" and stops. Has anyone had this problem and can it be fixed?
