Ive used the armoral dash cleaner wipes with good results. Is your's leather wraped? If you dont take care of the leather, the protectant clear will come off, and then the actual leather dye will start to rub off.

the circular part of it is, but where i usually hold on to it isn't. That is in the corner of where the circular part connects to the center by the cruise control, and that is where the problem is the worst.

I had that on my '97 glove box.. it was black underneath and the top paint was coming
off. Might be the same in your case. More cleaning will make it worse. It isnt dirty
but rather black underneath

Just my $.02 here. I bought a high milage 01 recently. The stearing wheel (leather) was worn on the top side. I painted it. All leather interiors are painted. I also did one armrest on the door and a arm rest on the bucket seat. Looks like new. Just be sure to mask off anything you don't want painted.
If you do a search on the web you can find the custom factory colors. I found a company called "turners" somthing or another. They are a distributor and were able to give me a number to a sales agent.
Make sure you get the correct color. They have about a hundred to choose from. Check the sticker on your door.
Most auto stores also sell a paint "dupli color" which works well. Hard to match the parchment color from them however. Thats called a plastic interior paint.
I clean it first with acetone.Gently.
Hope this helps, bullseye670...............
