Seatbelts not retracting

I have a 1999 xlt. I bought it used with 92000 miles on it. The seat belts do not retract on their own. Can these thing be re-wound or something, or do they need to be replaced?

I would check with the dealer. If this truck is only4 yrs old, this is a safety issue.

There may even be a TSB on the issue.
