what is the best interior cleaner for the dash and door panels, etc that wont leave a slick silicone finish, but rather just a good clean look that protects against UV rays.

I will use nothing but 303 inside my truck as well as certain areas of the outside (trim, tonneau cover, etc.) It really protects and does not have that oily feeling like Armor All, etc. It also does not seal like these oil based products which will cause cracking in the long run. Pick some up...costs more, but worth it for the long haul.

Try Pep Boys for the Vinylex or order it online. It's an EXCELLENT product and it's all I use on my dash.
