Headlight Operation 2007 F150

I'm a new owner of a 2007 F150 and have a question about the operation of the headlights. I know that the high beams cannot be on when the fog lights are on but, is it normal for the low beams to go off when the high beams are on?

The low beams work fine and the high beams will turn on too however, the low beams go off anytime the high beams are on. As a side bar, the high beams will turn off and the low beams will turn on if the fog lights are on.

The truck has aftermarket projector headlights for the low beam and an outer ring of light for decoration. I'm not sure of the brand. They are not LEDs'. It doesn't appear that any splices were made to the factory wiring.

I've attached pictures of the headlight and the label. The QR code doesn't take me to anywhere useful and a Google search of the code FR412-B0QPA or FR412-BOQPA does not yield anything either?

It may be unrelated but, the windshield washer only dribbles out fluid. Haven't had a chance to see what is going on here. Could just be a clogged line or a bad pump.
