Wiring lights with or without relay

Checked battery, got 11.9v across terminals. Disconnected negative cable and clamped test light on. Disconnected alternator and starter positive leads to battery. Probed negative terminal and still got test light. Still had draw. Went and pulled every fuse one at a time and checked with test light. Lit up every time Somehow I'm getting this draw without the fuse in?!?! I did just find a video and I'm getting the same sound from my throttle body as in thus video:
So I gotta check my fuel pump driver module now. Also need to replace starter, broke the stud off on the ground of the solenoid. Don't ask!

I'm a fan of these switches. It gives a "bomb bay doors open, bombs away!" feeling when I use them. Heh heh.

I might be confused with terminology. Short or draw? This guy checks for shorts with the negative terminal:

So that's what I was attempting to do, find which circuit was shorting out.
