I just installed a new set of headlight housings on my 04 Scab and have all the stock bulbs in there still (for the moment till my LED's get here). I noticed while doing my post installation ops check (operations check) that the turn signal bulb is always on when the headlights are on. I guess I never realized this in the 9 or so years I've had the truck. Blinkers operate as normal. Is this ops normal for everyone else?

 

Your blinker and outside amber marker should be illuminated, but not bright like when blinking to turn.
