My HVAC is cycling

I attached a link to a video of what is happening. Any ideas? It’s not getting cold as it normally does. It’s cool but not cold.

Video suggest system is severely undercharged.

You really need a full set of gauges to analyze system performance.

How so? It shows that it goes to 40 and then drops to 25, then back to 40 and drops to 25.

Yes, it is. It's "short-cycling" which is almost always indicative of not enough refrigerant in the system. A few seconds on, a few seconds off, repeats.

A correctly charged system would do something between staying energized with a low side pressure hovering somewhere between 25 and 45 psi to a longer term cycling. In that system, it depends on the load on the system. In cool, easy conditions, it might run for 5-30 seconds, cycle off for 5-30 seconds 9or whatever) and then repeat. Under heavy cooling demand in high temps, it's normal for the compressor to run continuously.
