Don't you have the numbers backwards? Seems to me you are confused about when the compressor is on or off. If the compressor is cutting on and off quickly, the pressures don't have time to equalize. Those numbers are normal for a system that is low on refrigerant if the pressures are 25 and 150 with the compressor engaged. When it isn't engaged the suction pressure will go up and the discharge pressure will go down.

I think you just need some more refrigerant. But, it may be best to get a pro to do it. Your learning curve is too steep right now.
