likely compressor lock up?

5.4 1997 F150 been sitting for quite some time (more then a year) while I got around to putting in a reman-engine. Now I have no a/c. Clutch wasn't coming on so suspected a leak. checked the low pressure side with my el-cheapo gauge and it was low. hooked up a bottle and in a couple seconds the clutch kicked on, or so I thought. it appeared to be trying, engine bogged down, and I see the pulley jerking around a few degrees at a time. before I can get back to the inside to shut off the a/c I smell clutch/belt burning. check my pressure and try again, same result. I'm guessing the compressor is locked up. Any other thoughts? would I have damaged the thing by having it lying at odd angles while the engine was out? (never broke the lines, just set the compressor to the side).
