A/C Clutch replaced now problem

I had a bad bearing in my A/C clutch. I replaced the coil and the pulley and tightened everything down. Now when my belt runs the pulley only spins once or twice, then spins once or twice again.. like its too tight or something? But I only tightened the bolt with 10lb of torque.

Could the pulley be not on all the way:? It spun fine after i installed it yes it wasnt freely spinning it had some tension but i could turn it no problem with my hand. any ideas? Thanks

is it cooling? you could be low on coolant.
