1197 f150 ac issue

i have replaced the lps checked hps replaced the compressor (i have the accumulator and metering device but was unable to get the line set apart to install so i left the old one in) when static the low side is reading approx 100 psi (i evac'd the system vacuumed it down with a 7 CFM pump and put in 20 oz of refrigerant) the truck says 2 lbs but ive talked to multiple ppl and have seen multiple sites saying 2 lbs 12 oz heres my issue the lps keeps kicking out i feel no delta across the lines when the compressor engages the pressure immediately drops. i jumped out the lps and the low side went into a vacuum leading me to believe there is a restriction between the comp and evap or between the evap and the receiver. i am a certified commercial HVAC guy so i have a large amount of experience and im sure ive looked over everything but ive heard restrictions are less than common on 608 apps anyhelp would be nice

An HVAC guy would know to use a two gauge manifold and to provide both low and high side observations.

Charge the amount specified by the factory label. Even an HVAC guy should know to follow the manufacturer's instructions.
