temp.control always blows hot

temp.control always blows hot
I have a '99 f150, 4.6, 4x4, x-cab, longbox.
The temperature control **** will not vary the temp. from hot no matter if the heat is on or the a.c. is on. I assume the mixture door isn,t working. Fuse looks ok. Could it be the actuator motor that is bad and if so how do I get to it and how do I check it?
Any suggestions would be appreciated. Thanks
