fan cycling?

I have a 2006 SCREW.
Here's the poop, when the heat is on (no a/c) and I switch the blower from 1 to 2, it pauses for several minutes before the fan speed actually increases. This seems to happen randomly and not just from 1-2. They all work, but they just don't seem to come on demand. I don't have automatic climate control, just the base manual system, and I doubt there is any "logic" behind this.
Do y'all think this just the relay block? I'm going to mention it during my next service visit, but I wanted some advice so I don't get the standard dealer BS.

I think all those trucks use a solid-state resistor (big transistor) to control fan speed, regardless of EATC or "manual". So I think there IS a logic circuit controlling the blower speed.
